The EC today has adopted the Act in Support of Ammunition Production (ASAP) aimed at urgently delivering ammunition and missiles to Ukraine and to help Member States refill their stocks. The legislative proposal for a Regulation aims at ramping up the EU’s industrial production capacity and at addressing the current shortage of ammunition and missiles as well as their components, with a budget of EUR 500 Million redirected from EDIRPA and EDF.
The short-term instrument (which will cease to apply in mid-2025) responds to the 3-track approach agreed at the European Council earlier this year; the EC hopes for its adoption before this summer. It introduces a financing instrument, a mechanism to monitor supply chain bottlenecks and introduces a temporary priority rated orders to address the crisis.
